Pat Tamburrino, Jr.

Chief Administrative Officer

Mr. Tamburrino, a former career member of the Senior Executive Service, serves on the leadership team of NobleReach Foundation as the Chief Administrative Officer, leading the enterprise business function of the organization.

Prior to this assignment, Mr. Tamburrino served as a Senior Vice President at LMI. LMI was a mission-oriented consulting firm dedicated to improving the management of government, providing leaders around the world with the information and analysis they need to make informed decisions, achieve goals, and deliver enduring value. Mr. Tamburrino led LMI’s Health management practice, which focused on medical logistics, global health supply chains, federal health insurance policy, medical facility planning and emergency response practices.

Mr. Tamburrino came to LMI from the Office of the Under Secretary of Defense for Personnel and Readiness where he served as Chief of Staff and performed the duties of the Principal Deputy, overseeing the management of day-to-day operations. He also advised the Under Secretary and the Secretary of Defense on a wide range of critical military force management issues, including compensation reform, military healthcare modernization, sexual assault prevention and response, suicide prevention programs, military family readiness, and veteran assistance programs. Mr. Tamburrino also served as the Chief Human Capital Officer of the Department of Defense and was responsible for the implementation of the National Security Personnel System and the first DoD-wide strategic workforce plan. He is an experienced acquisition professional having served as the Deputy Program Executive Officer for the development and delivery of both the SEAWOLF- and VIRGINIA-class submarines.

Mr. Tamburrino’s naval decorations include the Navy Achievement Medal (two awards), Meritorious Unit Commendation, and Sea Service Deployment Ribbon. Mr. Tamburrino received the Navy Meritorious Civilian Service Award in 1996 and the Navy Superior Civilian Service Award in 2003 and 2005. He received the Presidential Rank Award of Meritorious Executive in September 2001 and was a Meritorious Rank finalist in 2013. Mr. Tamburrino was recognized with the Presidential Rank Award of Distinguished Executive in both 2004 and 2009—one of only two Navy executives to be recognized twice at this level. He retired from federal service in March 2013 after more than 38 years of service.

Mr. Tamburrino has a bachelor’s degree in chemistry from the New York Institute of Technology and a master’s degree in business administration from the Rensselaer Polytechnic Institute. He is a certified Acquisition Professional and accredited Executive Coach.
